The Climate Plan Mapper tool is an integrated tool capable of mapping future emissions based on city climate plans and urban development plans for the cities of Paris and Munich. Most cities have developed detailed climate plans with precise reduction targets. This tool will help reveal how these plans are being implemented and where emission reductions are taking place. TNO has provided fine-scaled spatio-temporal CO2 emission maps on which future emission reductions have been projected for each emission sector. Urbanization in the coming decades is considered based on local urban development plans as enacted by city-level commissions (PLU for Paris, FNP for Munich). This work will build the basis for a more rigorous design of urban monitoring networks capable of tracking long-term emissions trends according to realistic climate policy plans beyond the simple assessment of current city emissions.
