Report on methodology and first findings of a three-wave social survey in Munich and Paris. The PAUL City Panel is the main activity of Task 1.3 and aims at developing a methodology and questionnaire for incorporating measurements with humans (both attitudinal and behavioral) regarding greenhouse emissions policies in two ICOS Cities, Munich (Germany) and Paris (France). Deliverable 1.8 in the PAUL project describes the methodology and tasks to implement the PAUL City Panel, a three-wave survey administered in the cities of Munich (Germany) and Paris (France). It also presents preliminary findings from the first wave. By the time of submission of this deliverable, at the end of June 2024, two waves have been completed and the teams are preparing the third and last one.
